Hi Dave,
Please check out my documentary on the legal prostitution in RI. The documentary goes into the history of the prostitution law and how it was changed. I also followed 3 Asian women who work in the massage parlors while the legislators tried to change the law, making prostitution illegal again.

The anti sex folks are trying as usual to equate all prostitution with children and trafficking in trying to pass anti-prostitution law in RI to close the "loophole" As she says in her Prostitution and HumanTrafficking blog entry 4/14/09: some people use “Human Trafficking” as an issue as propaganda, saying they will help they women. From what I have learned first hand from the women in the spas that I have met, they are here of their own free will. If the law is changed, what will happen in RI is what has happened in all other states where prostitution is illegal….only women will be arrested. I don't think you help women by arresting them.

RI Lawmakers Re-examine Legalized Prostitution
The explosive growth of brothels and "massage parlors" in Rhode Island is prompting state lawmakers to consider changes to the current law under which indoor prostitution is legal. Apparently, organized crime groups from New York are trasnporting women into Rhode Island to exploit the legal loophole which further makes it difficult for law enforcement to investigate and prosecute human trafficking and child sex crimes.

In Rhode Island the act of prostitution (engaging in sexual activity in exchange for money) is legal because there is no specific statute that defines it and makes it illegal. However, most activities associated with prostitution are outlawed. Operating a brothel is illegal. Street prostitution is also illegal: Loitering for Indecent Purposes and Soliciting from Motor Vehicles for Indecent Purposes. Otherwise, prostitution is not regulated by the state of Rhode Island.
